What are community boundaries in public tenders?

Community thresholds are monetary values above which public contracts must be awarded in accordance with EU procurement directives (2014/23/UE, 2014/24/UE, 2014/25/UE). Above threshold, mandatory publication in Official Journal of the EU, open or restricted procedures, and longer minimum terms apply. Below threshold, simplified national rules apply (D.Lgs. 36/2023).

What are the thresholds for 2026-2027?

For the period 2026-2027, EU Regulations 2025/2150-52 establish: €140,000 for central administrations; €216,000 for other entities; €432,000 for special sectors; €5.404,000 for works (ordinary and specialized sectors); €5.404,000 for concessions. The thresholds come into effect on January 1, 2026 (GUCE 23/10/2025).

What does "special sectors" mean in tenders?

Special sectors (Directive 2014/25/UE, received DLgs. 36/2023 part III) cover entities managing networks or infrastructure in the water, energy (gas, heat, electricity), transport (railway, metro, tram, bus, airports, ports) and postal services. These entities apply higher thresholds than ordinary sectors.

How often do EU tender thresholds change?

The European Commission updates thresholds every two years with delegated regulations, usually published in October/November of the previous year when they come into force. How is the value of the contract calculated for threshold purposes?

EU Tender Lines 2026-2027: What are they and why do they matter?

Community tender thresholds for public contracts are the monetary values beyond which public contracts must be managed in accordance with European Directive 2014/23/UE (concessions), 2014/24/UE (ordinary sectors) and 2014/25/UE (special sectors). Exceeding this threshold, the contracting authority is required to publish the tender notice in the Official Journal of the European Union (OJEU) and adhere to longer minimum deadlines.

For the period 2026-2027, the European Commission has updated thresholds with delegated regulations 2025/2150 (special sectors and concessions), 2025/2151 (concessions) and 2025/2152 (ordinary sectors), published in the Official Journal of the EU on 23 October 2025 and entering into force on 1 January 2026. In Italy, implementation is automatic via Article 14 of D.Lgs. 36/2023 (Public Procurement Code).
