Frequently Asked Questions
How is the hourly minimum rate calculated for a freelancer?
Daily minimum rate is obtained by dividing the total annual costs (lifestyle cost + taxes + contributions + desired margin) by the billable hours per year. It's the rate under which you cannot work without going into loss.
What are billable hours and how are they estimated?
Billable hours are the hours you can actually bill clients, excluding marketing, administration, training, and commercial downtime. A typical Italian freelancer bills an average of 800-1,400 hours/year (40-70% utilization rate on approximately 2,000 total working hours). Starting from 1,000 hours is a conservative estimate.
Should I include VAT in the calculation of the tariff?
No. The hourly rate calculated here is net of VAT. For normal VAT-registered clients, add 22% to invoices: if your rate is €50/hour, invoices are €61/hour (€50 + 22% VAT). Freelancers in a fixed-rate regime do not charge VAT on earnings.
How to calculate taxes and contributions?
Contribution to INPS Management Separate 2026 is approximately 26.07% of net income. Taxes depend on the regime: flat rate (5% or 15% on reduced taxable income by profitability coefficient) or progressive (IRPEF with brackets 23-43%). Use a conservative estimate of 25-35% taxes + contributions on expected income and iterate.
Is your daily rate equivalent to a monthly salary?
Don't directly. The calculator also shows the equivalent monthly gross salary: it's the annual total divided by 12. However, note that an employee's salary is net of company taxes, paid leave, TFR, and sick pay - all costs a freelancer must cover themselves. An empirical rule is to multiply the desired net salary by 2-2.5 to get the required gross income from invoicing.
How is it used?
- Calculate your annual total expenses
Insert annual cost of living (personal and business expenses, estimated taxes, INPS contributions, desired profit margin).
- Estimated Billable Hours
Insert the actual billable hours worked this year - not total working hours. Typically, a freelancer bills between 800 and 1400 hours/year (utilization rate 50-70% on 2000 total hours).
- Get minimum rate
Calculator divides total costs by billable hours, returning the minimum hourly rate below which you cannot work at parity.
- Compare with the market
Compare the rate you received with market values for your sector and level of seniority. If the minimum rate exceeds the market, you must reduce costs or increase billable hours.
How is hourly rate calculated for a freelancer or professional
The hourly rate of a freelancer is not just the income you want to earn divided by the hours worked. It's the sum of all necessary costs to support your activity - living expenses, taxes, pension contributions, and profit margin - divided only by the actual hours that can be billed. This distinction is crucial: a freelancer working 40 hours weekly earns an average of only 20-28.
Key concept is utilization rate (usage rate): the percentage of working time converted to revenue. A professional working 2,000 hours/year with a 50% usage rate generates only 1,000 billable hours. If their total costs are €50,000/year, their minimum tariff is €50/hour - not €25/hour as it would seem by dividing by the total number of worked hours.
Contribution to pension plans for Italian freelancers are significant: the Separate Management INPS 2026 requires approximately 26.07% of net income. Those with a professional savings account (accountants, lawyers, engineers, doctors) have different but often higher rates. These costs must be included in the tariff calculation - they cannot be "thought about later".
Profit margin is often overlooked: it's the portion of revenue that exceeds survival costs, allowing for investment in training, equipment, marketing, and creating a safety buffer. A freelance without profit margin is technically balanced - but lacks resources to grow or face periods of low activity.
Practical example
- Freelance developer, fixed-rate contract, goal: €50,000 in net sales.
- Annual cost of life: €28,000 (rent $800/month + personal expenses + professional reimbursements).
- Taxes: €7,500 (substitutive tax of 15% on reduced fixed income at 78%).
- Contributions INPS Separate Management: €10,000 (approximately 26% of estimated net income).
- Investment margin/Security: €4,500.
- Total costs: $50,000. Estimated billable hours: 1,000 ( utilization rate of 50% on 2,000 annual hours).
Vocabulary Dictionary
- Billable Hours
- Work hours that can be billed to clients. Excludes: marketing and sales, training, accounting administration, networking, debt collection, vacation and sick leave. Typically 40-60% of total work hours for a freelancer.
- Utilization Rate
- Work hours converted to revenue: (workable hours / total hours) × 100. A 50% rate on 2,000 hours/year = 1,000 workable hours. Realistic goal for established freelancers: 50-70%. Below 40% is unsustainable.
- Profit Margin
- Profit margin exceeding all operational costs. In the calculator, it's the "desired margin": used to invest in training and equipment, build an emergency fund, and grow. A 10-20% profit margin on total revenue is considered healthy for freelancers.
- Separate Management INPS
- Forced pension fund for independent contractors and professionals without category pension. 2026 rate: 26.07% of net income (two-thirds charged to the client if cococo, full charged to the self-employed freelancer). Payment by tax deadlines IRPEF.
- Fixed-price regime
- Simplified tax regime for VAT invoices with annual turnover under €85,000. A substitute tax of 15% (5% for the first 5 years of new business) calculated on a reduced taxable income (typically 67-86% of sales). No VAT to apply to customers.
