What are the 14 mandatory allergens of EU Regulation 1169/2011?

EU Regulation 1169/2011 (Attachment II), received in Italy with D.Lgs. 109/2014, identifies 14 allergenic substances that must be declared: gluten-containing cereals (wheat, barley, rye, oats, spelt, kamut), crustaceans, eggs, fish, peanuts, soy, milk, shellfish, celery, mustard, sesame seeds, and sulfur dioxide/sulfites (>10mg/kg or >10mg/L).

Is food allergy declaration mandatory in restaurants?

Yes. The D.Lgs. 109/2014 extends the obligation to declare allergens also to food service and baked goods. The manager must inform the consumer about the allergens present in dishes: can be done through written menu, visible sign, documented verbal communication, or QR code that refers to an allergy register. The choice of method is free but must be consistent and verifiable.

What does cross-contamination of allergens mean?

Cross-contamination occurs when traces of an allergen accidentally pass to a food that does not contain it as an ingredient, through equipment, work surfaces, personnel or air (e.g. wheat flour powder). This tool only analyzes declared ingredients - cross-contamination requires separate kitchen risk assessment, which this tool does not provide.

Does this tool replace expert HACCP consulting?

No. The tool is an informative support to quickly identify potential allergens in ingredients, but it does not replace professional evaluation by a HACCP consultant or food safety officer. Official declaration of allergens for restaurant activities requires documented, updated and validated procedures by qualified personnel.

How do you indicate allergens on the menu?

EU Reg. 1169/2011 and Legislative Decree 109/2014 leave the method open: 1) Written menu indicating allergens per dish (preferred method for clarity), 2) Allergen register available on customer request, 3) Indication on a clearly visible board or sign, 4) QR code linked to an updated online allergen sheet. In any case the communication must be accurate, up to date and unambiguous. Penalties of up to €40,000 apply for violations.

Mandatory allergen declaration in food service (EU Regulation 1169/2011)

EU Regulation 1169/2011 on Food Information to Consumers (INCO) sets out 14 mandatory allergenic substances (Annex II). In Italy, the D.Lgs. 109/2014 extended this obligation also to restaurants, processed foods and prepared meals, with effect from December 13, 2014. Every restaurant, bar, canteen and roasting shop must declare the presence of these allergens in their dishes.

Gluten-containing cereals
Wheat, rye, barley, oats, rye, Kamut and derived products. Gluten is the protein causing reactions in people with gluten intolerance and wheat allergies.
Crustaceans
Crabs, lobsters, shrimp, crayfish, mussels and shellfish products. Shellfish allergies can cause severe anaphylactic reactions.
Eggs
Eggs and egg-based products (mayonnaise, egg noodles, omelets, cream). Common allergen, especially in children.
Fish
All types of fish and seafood products. Include fish-based sauces (fish sauce, anchovies in pasta).
Peanuts
Peanuts and peanut products (peanut butter, peanut oil). Cause one of the most dangerous food allergies with risk of anaphylaxis.
Shell fruit
Walnuts, hazelnuts, almonds, cashews, pistachios, pecans, Brazilian nuts, macadamia nuts; the species must always be specified.
