Business Rules - Energy Domain
Domain rules governing the Italian energy sector. Each rule is identified by a unique code BR-NNN, includes motivation, priority, and traceability to the normative or regulatory source.
Priority legend: CRITICAL = violates system integrity or safety; HIGH = mandatory for operations; MEDIUM = best practice or contractual constraint.

BR-001 - POD uniqueness per metering point
Code: BR-001
Name: POD code uniqueness
Description: Each electricity withdrawal point must have only one active POD code at any given time. The POD is assigned by the DSO and cannot be duplicated in Acquirente Unico's Integrated Information System (SII).
Motivation: Ensures unique identification of the supply point for switching, measurements and billing.
Priority: CRITICAL

Traceability: → MeteringPoint.code, → SupplyContract.pod

BR-002 - Maximum switching lead times
Code: BR-002
Name: Maximum supplier switching times
Description: The electricity supplier switching process must be completed within 30 calendar days from the date the request was submitted by the new supplier to the SII. For gas, the deadline is 30 working days.
Motivation: Protects the final customer's right to freely choose their supplier without undue impediments.
Priority: CRITICAL

BR-003 - MSD bid price constraints
Code: BR-003
Name: MSD injection bid price not unboundedly negative
Description: Injection bids in the Ancillary Services Market (MSD) cannot have unlimitedly negative prices; minimum/maximum price limits are set by Terna in the MSD Rules and revised periodically.
Motivation: Prevent market manipulation in the balancing market and ensure system price stability.
Priority: HIGH

Traceability: → Bid.price; → Market.code = "MSD"

BR-004 - Validated measurements required for billing
Code: BR-004
Name: Mandatory validated measurements for billing
Description: A SupplyContract can only be definitively billed on measurements with status VALIDATED. Measurements in ESTIMATED status may be used for provisional billing but must be recalculated at the first available validated reading with a true-up adjustment.
Motivation: Ensures billing accuracy and compliance with ARERA measurement regulation.
Priority: HIGH
Source: ARERA - Integrated Text on Electricity Measurement (TIME), article 12; Deliberation 654/2015.
Traceability: → Measurement.status; → workflow billing

BR-005 - Withdrawn power within contractual capacity +10%
Code: BR-005
Name: Maximum withdrawal power limit
Description: A domestic customer cannot withdraw power exceeding the contractedCapacity increased by 10% (the so-called available power). Exceedance triggers the meter's power limiter. The limit is defined by ARERA regulation.
Motivation: Protect the distribution grid from overloads and ensure fairness among users.
Priority: HIGH

Traceability: → MeteringPoint.voltageLevel; → SupplyContract.contractedCapacity

BR-006 - GSE incentives conditional on plant registration
Code: BR-006
Name: Mandatory GSE registration for RES incentive access
Description: An Impianto producing from Renewable Energy Sources (RES) can access incentives (Feed-in Tariffs, Net Metering, Dedicated Withdrawal, Guarantees of Origin) only if properly registered in the GSE registry with complete and validated technical data.
Motivation: Prevent incentive fraud and ensure only compliant plants access support mechanisms.
Priority: CRITICAL

Traceability: → Impianto.plantCode; → Impianto.operationalStatus

BR-007 - PUN as reference price for variable contracts
Code: BR-007
Name: PUN as spot market reference index
Description: Contracts with offerType = VARIABLE indexed to the spot market must reference the National Single Price (PUN) published daily by GME as the quantity-weighted average of zonal prices in the Day-Ahead Market (MGP). The PUN is expressed in €/MWh.
Motivation: Ensure a transparent and verifiable market index for customers on variable indexed offers.
Priority: HIGH

BR-008 - Grid frequency maintained at 50 Hz ±0.2 Hz
Code: BR-008
Name: Power system frequency stability
Description: The TSO (Terna in Italy) is obliged to maintain the national grid frequency at 50 Hz with deviations within ±0.2 Hz under normal conditions, activating balancing reserves through MSD and the Balancing Market (MB) to compensate imbalances between generation and consumption.
Motivation: Frequency stability is the primary safety condition of the European interconnected power system (ENTSO-E).
Priority: CRITICAL

BR-009 - Measurement data sent to SII within 24 hours
Code: BR-009
Name: Smart meter measurements transmitted to SII within 24 hours
Description: DSOs managing Smart Meter 2G devices must transmit hourly measurement data to Acquirente Unico's SII within 24 hours of recording. Measurements aggregable into a daily profile must be available by the morning of the following day.
Motivation: Enable real-time billing and switching operations based on up-to-date data.
Priority: HIGH
